ADMIRAL TOLWYN: We have identified the perpetrators. They fly the same colors as you do.
COLONEL CHRISTOPHER BLAIR: The skies are full of criminals aren't they, Admiral?
ADMIRAL TOLWYN: It appears so.
COLONEL CHRISTOPHER BLAIR: And the hundreds of thousands of innocent lives have been lost in pursuit of these... phantoms.
