I'm voting for TCS Victory (with a name like that, how can you lose?) and Eisen. Why? Well:
1) Whether or not the Tiger/Tiger's Claw could beat Tarawa and Victory to a pulp, or how many fighters each could field... when you get right down to it (judging from the games), one Broadsword or Longbow with a wingman or two for escort could blow pretty much any carrier into so much scrap metal. Thus, it is the men after all.
2) Assuming equal quality ships/flight crews, then the main variable here is who has the better tactical mind. In other words, which ship has the best captain. I think we can pretty much narrow it down to Bear or Eisen.
3) Now, Tolwyn could probably kick the pants off any of the three mentioned in the poll, in the TCS Vesuvius (or any of the other carriers Tolwyn commanded), which is why he's probably not on the poll. We do know that Eisen was able to fight Tolwyn nearly to a standstill using an uncompleted TCS Mt. St. Helens, however, which probably says a lot on Eisen's behalf.
4) In the losing path of WC3, Eisen rams the TCS Victory into the Kilrathi fleet. If he were in an unwinnable situation with the Tarawa or the Tiger Claw, he could do the same thing. So at worst, he'd draw.
5) Wasn't the Victory equipped with capmiss launchers?
6) Many of Bear's victories (a large portion of which depended on luck) might just be attributable to Forstchen being a Bondarevsky fanboy.
7) Someone else mentioned that Eisen wrote the book on carrier warfare.
8) Last, but most importantly, I just have a sentimental attachment to the old guy. And he did win the war, after all, while Tolwyn was sent home in disgrace and Bear was laid up recovering.
