There's lots of legal stuff behind this, but to give it the management summary:
EA/Origin has stopped the free distribution.
Anybody who still does it trespasses EA's rights.
Anybody who downloads it, acquires software illegaly.
Anybody who solicits illegal software in these forums breaks one of the forum rules.

There's always the option to get Prophecy Gold on ebay, which contains SO and all mission packs. Plus it looks nice.
