No. Are they specifically designed to go out on their own to kill other capital ships for the heck of it? No. Do you ever see or hear about a group of destroyers patrolling around looking for a Kilrathi battleship to torpedo? Probably not. Do they escort other ships and try to make sure that ships like the Victory can get away from a threat should a problem arise? Yes. This is all I'm saying. Your original post said that destroyers are specifically designed to go kill other warships in packs. No mention of escort or screening anywhere in there. If you added that, I probably wouldnt have bugged you to death.

They're escort craft, but their focus is less on things like providing recon and running along the edges of a fleet like frigates and corvettes, and more towards driving off or destroying enemy warships. They can only do this in packs, given the individual strength of an average destroyer is rather weak, due to their need for speed and torpedo storage space reducing the amount of armor and other guns carried.
And they -are- used to kill other enemy capships, in packs, as strike elements. That's what DesRons were used for in WW2 and Fleet Action.
