It won't, I can't do that without altering HCl's code (which I don't have). But it should allow you to watch fullscreen video if you select your monitors resolution.

I confirm that if I set the resolution to 1080p the cutscenes are all full screen without bordes, but the entere game (menu included) are in 4:3.

For your opinion exist a way to stretch all to 1080p ?

For example a utility like this:

Nope that's totally outside of the scope of this patch. Popsicle pete added widescreens support for standoff.
I'm not a great fan of stretching, the HUD files would need to be updated.

You can't, he only added it to the mod WC: Standoff (in the same engine). You'd have to ask him to port it.
