I think it'd be a generally bad idea and provocation, but if someone wants to put their money in it there's no reason why it should/could be denied.
On the bright side:
Besides the few thousands who died and their families, the people who've suffered from 9/11 most are the American muslims. It would be a great gesture to show them that their country has not turned against them.
OK now I'm pushing it here, but when you think about it: what's really wrong in honoring fallen soldiers with the sign/flag they fought under? Those men died for their country, even though it was one with worst Leader and government ever.
(But no, if mosque at ground zero is what I call "bad idea and provocation", a swastika is Arnhem... can't find words for it.)
