Making a game with a vision.

from what i remember (and its been years since i saw terminator) skynet was given full command of the nations nuclear weapons. It was programed to launch only in the event of a first strike from an outside power, but because the company made skynet an A.I., it realised that humans were its enemies and launched anyway. now i may be wrong, but doesn't giving full command to something mean that said entity is in charge?

On the other hand, maybe a computer will have some real sense.
