Tolwyn was just using Blair. He wouldn't tell anything to the "thorn in my side." Blair's presence in action was probably to divert attention from his own activities. Everybody would be too busy watching the 'Heart of the Tiger/Saviour of the Confederation' than looking for things in the background.

Penguin: Perhaps. But he was also deranged. During his little speech at the end of WC 4, he wasn't just trying to defend his actions - he was actively trying to persuade Blair & Co. that he was right.
