Where is Governer Menesch?

I've been cruising round the clarke sector for ever and I can't find this governer dude...can you guys help me out?

Also, I think i'm supposed to join some exploratory guild thing at this point in the story, where do i sign up? I went to the sector where i thought i was suposed to go, but lynch was there instead.

Try Troy and its neighbouring systems.

will I find him in a ship or on a base/planet?

The Troy system isn't in Clarke sector

Did you already met Monte? Menesch won't show until you get information about his location from Monte. You have to complete all missions for at least two fixers (Goodin – Perry, Tayla – Pentonville, Lynn Murphy – Edom, New Constantinople), then go to Oxford. Check guide for more details.

PS: Good luck with last RF mission – you will need it.
