WCIVDVD can't be released commercially because there are several different versions -- each specific to a different DVD encoder card. WCIVDVD won't work with the card it wasn't specifically made for.
Any DVD encoder (well, any recent one) can *play* the .vob files on the WCIV disc... however, only specific boards can play them *during* the game -- WCIV plays its movies through a variation of the Creative Labs player.
O.K, but this is just a technical issue. Since I don`t know anything about DVDs, except for playing them, I can`t comment on that. However, I`m pretty sure that if they wanted, they could find a way to commercialize it. Not wanting to, is a different matter.
