The variant Admiral Tolwyn card is one of two CCG promo cards. The first, a variant Christopher Blair, was given out at Gencon in 1996. For a while MF7 sent people free cards if you wrote to them about the CCG...

They sold their CCG-related company to another larger company, but Don Perrin and company now run a RPG-type store... I believe tis at http://www.mag7.com

I believe one ebay ccg auction (a rather large bunch) did go for around $46.. others have gone for around $30 within the past couple weeks.
