But in six hundred years the navy will probably change a little. Maybe, even though they are both 03, the 1st Lt. has some more privilages.

Considering that WC is set six hundred years into the future you would think that there would be more ranks (after all six hundred years ago there were only a handful of ranks used).
A larger military needs more ranks (especially in the middle & command areas) if it is to function well:
Lt. Captain, Capt. General, Fleet Admiral etc.
