Dr. Philip Severin was a scientist of the Terran Confederation. He was the designer of the Y22A-1 Temblor Bomb.

History

Dr. Philip Severin was a leading Terran scientist involved in the research and development of superweapons. Throughout his career, he was involved in the development of high-energy explosives, demolitions, and warheads. Some of his designs were used against the Kilrathi during the Terran-Kilrathi War.

Dr. Severin, however, was involved in a number of incidents in which his conduct was to say the least unethical, the most notwworthy incident being on Pax VII. In that incident, Dr. Severin was conducting a major demolitions test on the planet, during which he was assisted by former employee Winston Chang. Dr. Severin neglected to warn the civilian population of the imminent test, and as a result when the test went awry millions of Paxon citizens were killed. The incident was then covered up by the Confederation and Pax VII was quarantined, and the incident soon fell into obscurity. Winston Chang was incensed by Severin's disregard for human life, and thus quit demolitions to become the legendary Terran pilot known as "Vagabond".

In the early 2660s, Dr. Severin was commissioned to design a tectonic frequency weapon that was capable of destroying entire planets by the means of generating super-earthquakes. It was to be part of the Special Operations Division's "longshot" effort to destroy the Kilrathi homeworld of Kilrah as a means to end the Terran-Kilrathi War. Severin spent the next ten years developing this weapon, later known as the Y22A-1 Temblor Bomb while top secret research on Kilrah's tectonic stability was conducted by Special Ops.

However, shortly before the project's completion, Dr. Severin was captured by the Kilrathi and imprisoned on the penal colony Alcor V, halting the development of the Temblor Bomb. To make matters worse, by 2669 the Terran Confederation was on the brink of defeat at the hands of the Kilrathi, and their attempt to destroy Kilrah via the TCS Behemoth ended in failure. Out of desperation, Brigadier General James Taggart of Special Ops ordered a rescue of Dr. Severin from Alcor V. The operation was to be carried out by legendary Colonel Christopher Blair, who by then was stationed on the TCS Victory.

During the rescue mission, Colonel Blair launched an assault on Alcor V's ground defenses, clearing a path for the Terran Space Marines to rescue Dr. Severin. During their departure, Dr. Severin's former comrade Winston Chang physically assaulted Severin, taking revenge on him for the Pax VII tragedy. Dr. Severin was then extracted from Alcor V.

Dr. Severin and his team were eventually able to finish production of the Temblor Bomb, allowing the Confederation to attack Kilrah in a last-ditch effort to destroy the planet. The Temblor Bomb was successful in destroying Kilrah, effectively ending the Terran-Kilrathi War.
