Ches M. Penney was a Terran Confederation cryptographer. On 2634.228, as a Lieutenant, he partially decoded the current Kilrathi cipher. This allowed an incomplete translation of an intercepted message which indicated that the Kilrathi were preparing to inviade McAuliffe. Penney's actions lead directly to the McAuliffe Ambush.
