E. Masterson is a bursar for Oxford University. He worked in the Oxford library. Masterson maintained contacts across the Gemini Sector including Tayla, Lynn Murphy, Sandra Goodin and Monte.
In 2669, he offered Grayson Burrows four missions for the university in exchange for credits and an endowments that would allow him private access to the library's files.
In 2670, he again hired Burrows to fly five missions relating to the disassembly of the Oxford Library in exchange for credits and a promise to introduce him to Monte. After hearing about Burrows' success from two of his contacts, Masterson convinced Monte to meet with Burrows.
