Also known as the Martial Law Declaration. Enacted by the Confederate government following the chaos of the Battle of Earth, it gave military authorities 'extraordinary powers'.
It remained in force after the war, and was used by the Admiralty Court to strip rebelling Border Worlders of their Confederation citizenship, denying them right to due process as specified in Article Nine of the Confederation Charter.
