He ordered a biological attack on Telamon by means of the [[Gen-Select Bioweapon]], a device that killed only those civilians whose genetic codes did not meet the high standards of the Black Lance. Colonel Blair later revealed this act to the Confederation Senate, clearing the Border Worlds of any wrongdoing in the conflict and ensuring Admiral Tolwyn's conviction.
