Locanda IV is a Terran colony of the Terran Confederation. It is the fourth planet of the Locanda System and possibly the most populous of the Terran colonies. It is located within the Deneb Quadrant of the hotly-contested Epsilon Sector. As of 2669, it has been abandoned by both the Terran Confederation and the Kilrathi Empire.
Locanda IV possesses a geography very much like that of Earth. It is a temperate, vegetated world with vast continents and oceans. It possessed several small moons. It may have once been a very welcoming and hospitable planet to live on.
Lieutenant Robin Peters of the TCS Victory hailed from this planet, and was raised there by her family. She and her younger brother David were taught how to fly here by their father. Since then, Robin has enlisted in the Confederation Space Navy, her father is a desk jockey, and her brother died in combat against the Kilrathi. Peters maintains a strong loyalty to her beloved homeworld.
At some point in the Terran-Kilrathi War, the Kilrathi invaded the Locanda System in an attempt to seize its vast amount of natural resources for use in the productions of warships and weapons. The entire population was thus enslaved and forced to mine their planets on the behalf of the Kilrathi. The Terran Confederation has since fought a desperate campaign to regain control of the system, with the various colonies changing hands multiple times. In an effort to keep the colonists in line, the Kilrathi installed various groups of raiders to attack or steal from the helpless colonists whenever they deemed it necessary, allowing for numerous atrocities to occur in the Locanda System for years to come.
In 2669, Crown Prince Thrakhath nar Kiranka arrived in the Locanda System to evaluate its value to the war effort. His retainer, Melek nar Kiranka, informed him that the natural resources had been depleted and the population rendered a virtually useless source of slave labor. Thrakhath had no shortage of slaves, so he deemed the Locanda System strategically worthless to the Kilrathi and chose to "surrender" it to the Terrans. However, he instead launched Operation: Unseen Death, the Kilrathi operation to exterminate the Locandan population.
