Also known as the '''Martial Law Declaration'''. Enacted by the [[Terran Confederation|Confederate]] government following the chaos of the [[Battle of Earth]], it gave military authorities 'extraordinary powers'. 

It remained in force after the war, and was used by the [[Admiralty Court]] to strip rebelling [[Union of Border Worlds|Border Worlders]] of their Confederation citizenship, denying them right to due process as specified in [[Article Nine of the Confederation Charter]]. In at least one instance, it was used as a pretext for summary execution of captured Colonial prisoners―Provisional Lieutenant [[Kyle Lee]].
