problem with secret ops website

when i start the game it says: could not determine what GL DLL to load
and when i do the setup it says to download directx 5.0 but i already have directx 9.0 when i press link to website it says that website has been forbidden

If you mean secretops.com, it has been down for a while, but it's still registered to Origin System in Austin, but the IP: 159.153.199.148, is an EA IP in Redwood City

For OpenGL, it's not in DirectX. It's something else. Usualy shipped with video card drivers and called opengl32.dll, glut32.dll.
You can check your hard drive for the files and copy them in the same directory as the secret ops .exe file. If you don't have them, you can get glut32 here and opengl32 here
