I have the game running on a windows 98 machine with no problems other than that the computer runs way too fast for the game.

is there a way to slow down the gameplay so I can keep up with it?
 
Yes, you might want to consider using DOSbox (a DOS environment emulation software) to run Privateer and many other DOS-based games in Windows.

Please take a look at this thread to find out how it works.

If DOSbox seems to complicated or to uncomfortable, there are add-ons like D-Fend (google for it) which make the setup of DOSbox a lot easier.
 
How is the game running 'too fast'? Is this Privateer 1 or 2? Is it being run in actual DOS or through some program like myjemm? How fast is your computer? I haven't heard of Privateer 1's frame rate limiter breaking, but there is a speed fix patch for P2.
 
If its P1, there are actually some cases reported that the frame breaks if there is no joystick attached.
