This was the possible next movie that the producers plan to make if they successful with completion of the Enterprise Series, which in this case was not.
From what I know, pretty all possible areas have been covered from the TOS, TNG, DS9, and Voyager so they have started to start a new series prior the events of Federation. So I am guessing that is where the idea of making this movie came from.
I am not fully aware of all details but this was what I was told.
