Mystery solved! There's a (large green) note telling the site publishers to include the Blue Horizon update on the first day of Episode 6: "The document entitled INCIDENT REPORT.DOC This should have been included with the Episode Documents. Should be delivered to the public in this section the first day." I suppose it fell through the cracks.
