How do I make a USB joystick work in DOS?

Simple. You don't.

There is no support for any USB peripherals in DOS whatsoever. You'll need to find a gameport joystick.

in win xp... if you have that there is an option under the joysticks thing to set up the joystick for older games. I had a problem with Vegastrike until I set the joystick to a parallel status in there.
