frame rate switch

What is this option for? seems it does nothing when turned on.

Also, change fly mode (or something like that) it does something?

Frame rate switch would make the game automatically change to lower quality graphics instead of dropping the frame rate--you probably can't run into a situation that forces it to do that on a modern computer, though.
