Hmmm. Sounds like an item in your startup group might be at fault. In safe mode, hit <start> <run> and type in "msconfig". On the startup tab, uncheck every single box. Try and see if your computer will reboot after that.
Shoot, does Windows lock up at the splash screen or when the desktop first appears, 'cause if it's stuck at the splash screen, I'm not sure if the above will work.
You can also check your BIOS to see if it's set up correctly.
Another thing is to reinstall windows, which is what Epox recommends you do.
And finally, there's the painfull process of reformatting the whole HDD.
