The Terran Confederation Headquarters installation was a massive starbase that housed the Joint-chiefs and staff of all branches of the Terran Confederation Armed Forces. The base is in orbit around one of Jupiter's four Galilean Moons. In 2671 the base was host to two Vesuvius-class heavy carriers under construction, the TCS Vesuvius and TCS Mount St. Helens.

The starbase appears in Wing Commander 3 showcasing Admiral Geoffrey Tolwyn office, Wing Commander 4 and a non-canonical scene in Wing Commander Prophecy.
