I like this card, maybe because it's a projection of power. First, the prerequisites. You have to have fighters out and at your Carrier Nav Point and then you have to have fighters in your ready area (the equivalent of your flight deck). You could technically do this with one fighter at either position, but you might as well make the most of this card.
It's probably smarter to play this card defensively (because offensively, you can move at your leisure). If the enemy launches a wing of bombers, you might want to move out a pair of your defense fighters to block their paths. You can move both of the fighters you may have at your Carrier independently, so that's two nav points you can bolster.
