These lighter turret guns are generally mounted on smaller support ships including shuttles and transports. This is the default laser type mounted on all turreted civil and pirate ships. Even if the produced heat is 0, the weapon has a quite inconsistent rate of fire of 4-7 shots between a short cooling duration.
