Game Q: Recharge, ship upgrades

Problem: Recharge/Capacitor on my ship is too low for high-end weapons

Ship: Stock Centurion
Upgrades: Reactor Level 3
Shields Level 4
B&S Omni - Radar
ECM MKII

Weapons: 2 Meson 2 'Lazer'

I can't seem to find a trader with Reactor Level 4
Level 3 can barely support my current weapon setup.

Energy System listed at:
9000 MJ/s recharge
1000 MJ weapon capacitor bank storage

I noticed that the Milspec variant of the Centurion has the same recharge, but 13000 MJ capacitor bank storage - 13 times better then mine!!!

Is there a unique upgrade to improve capacitor bank storage from 1K to 13K?
Is there a Level 4 Reactor, where can I get one? (I bought L3, and the L5 is apparantly too heavy for the hull)

Are Milspec ships superior to upgraded stock? (are their upgrades unique and superior?)
 
you want a shield lower than your energy level.
then you should have enough power.
or you can use shift-S to lower your shield power

you shouldn't be able to upgrade beyond level 3 reactor until righteous fire
 
The above was me, I should probably register.
I see about the reactors.

What I noticed is that all Mispec hunters start with 10000 MJ or above capacitor listing, and can still accept reactor upgrades to expand it by a few thousand.

Stock start with 1000 and stay there. Its wierd.

allright, pardon the bump but I can't seem to find an answer to this -

are MilSpec ships superior to Stock?

(it seems that MilSpec have some kind of a reactor built in, with increased capacitance, but the same recharge as a stock upgrade - and it can be further increased by buying a stock upgrade on top of that... is that capacitance number a typo in ship-info, or does the MilSpec centurion really have 13 times more energy storage for weapons then my stock ship?)
