Just a suggestion, but run "dxdiag" from the command line and turn off the sound hardware (it's a slider bar) option. This is normally the problem with sound problems and older games.

I have never come across your problem, but if you have a technical problem you need help with it is better to at least post what version of Windows (or DOS) you are using plus which version of WC2 (the original for DOS, or the Kilrathi Saga etc...) I haven't heard of WC2 needing any FX...
